Regional co-operation in case of an emergency situation cannot be really effective unless the necessary information to initiate operations of mutual assistance and the knowledge on the nature of the problems, methods, techniques and means of coping, have been widely distributed to the member States and, unless this information is regularly brought up to date.

The First NOWPAP Forum Meeting on Marine Pollution Preparedness and Response, which was held in July 1997 in Toyama, Japan, agreed on the utility of an information system on equipment and experts. Since then, relevant information system in the NOWPAP region was collected and continuously updated until now. Following the establishment of MERRAC in 2000, the Centre will be keeping the Regional Information System up-to-date.

At present, the System is made up of two parts: Equipments and Experts. The Equipment part includes the detail inventories of all the response equipments owned by the NOWPAP member States, including oil recovery boat, oil recovery system, oil booms, aircraft, oil transfer pump, beach cleaner, dispersants, sorbants, etc. The Experts part includes the list of institutions and experts related to the marine pollution preparedness and response in the NOWPAP region.
